Similar to the OPRA exemption, the City of Ypsilanti can provide property tax abatement to owners of certain rehabilitated commercial facilities in designated districts by freezing its pre-rehabilitated taxable value for 1-10 years. Land and most personal property are not eligible for a Commercial Rehabilitation tax exemption.

Key distinctions between the OPRA and the Commercial Rehabilitation exemptions are: the obsolete or blighted designation required for an OPRA, size and/or area requirements for a Commercial Rehabilitation District, and the potential for an OPRA to qualify for exemption from one-half of the school millage. This exemption requires a petition to City Council to create a Commercial Rehabilitation district.
