6.01 Power to tax

6.01. Power to tax.
The City shall have the power to assess, levy, and collect ad valorem property and other taxes, rents, tolls, and excises for municipal or public purposes subject to limitation and prohibitions provided by the Federal or State Constitution, by law, or by this Charter.

  1. The annual, general ad valorem property tax levy shall not exceed two (2%) percent of the assessed value of all real and personal property subject to taxation in the City, exclusive of any levies authorized by statute to be made beyond Charter tax limitations.
  2. No method of taxation except those used by the City on the effective date of this Charter may hereafter be utilized without a vote of the people.
