Residential Parking Permits

Three types of residential permits are offered by the city; On-Street Residential, Downtown Residential, and Washington Street Parking Permits. 

General Application Requirements

The following application requirements apply to all three types of residential permits:

  • Proof of residency within the relevant area (acceptable proof of residency includes a driver's license, lease, or utility bill.) If you are an Eastern Michigan University Student living in student accommodations, proof of residency can be obtained by following these instructions
  • Current vehicle registration
  • Current driver's license or state ID
  • All existing parking citations must be paid before a permit can be issued, even for renewals

On-Street Residential Parking Permits

Consult this map to see if your address falls within one of the standard residential zones. An On-Street Residential Parking Permit allows you to park on any street marked with permit parking signs within your zone.  The fees and rules of use for these permits can be found below:

  • New Permit Fee: $33
  • Permit Renewal Fee: $17
  • This permit is a sticker that should be placed in the bottom driver's side corner of your windshield.
  • There is no limit on the amount of residential permits that can be issued per address.
  • Streets included in the Residential Permit Parking program are marked with signs stating the hours of enforcement; hours of enforcement vary by area. 
  • The fee for this pass includes one Visitor Pass for an address if one has not already been issued to that address.
  • If you do not own a car, you may apply for a Location Only Permit. These permits have the same cost as residential permits but may be used as visitor passes, and are subject to their rules and regulations.
  • Additional Visitor Pass Fee: $17 
  • This permit is a card that should be placed on the driver's side dashboard when in use.
  • Each address can only be issued a total of two visitor passes. For the purposes of these passes, each unit in a multi-unit property is considered a separate address. Visitor permits may not be used in place of a residential pass by residents.

Downtown Residential Parking Permit

Consult this map to see the downtown parking lots covered by a Downtown Residential Permit. Please note not all of the parking lots on this map are covered by this permit. The fees and rules of use for these permits can be found below:

  • Annual Permit Fee: $300
  • Four-Month Permit Fee: $150
  • These fees are prorated based on the number of full months that have ended on the period before the pass is purchased.
  • This permit is a sticker that should be placed in the bottom driver's side corner of your windshield.

Washington Street Parking Permit

This permit covers parking lot 4 found on this map.

  • Annual Permit Fee: $150
  • Four-Month Permit Fee: $60
  • These fees are prorated based on the number of full months that have ended on the period before the pass is purchased.
  • This permit is a hanging pass that should be placed around your rearview mirror.
