A public hearing will be held by City Council on March 21, 2023 to receive comments on the following:
Payment in Lieu of Taxes (PILOT) Ordinance and Agreement: 206-210 N Washington
City Council will consider a proposed PILOT Ordinance and Emergency Services Agreement for the new construction of supportive housing at 206-210 N Washington. The redevelopment project includes 22 one-bedroom apartments and common space for tenants, property management and services. Construction includes the demolition of an existing blighted residential structure and the preservation of two historic outbuildings. Avalon Housing anticipates that 8 of the apartments will be supportive housing units targeted to households with incomes at or below 30% AMI. Project-based vouchers will assure affordability for extremely low-income households. The other 14 units will be targeted to households with incomes at or below 50-60% AMI, with rents projected at $750/month.
The proposed PILOT and Agreement are for 4% of Annual Shelter Rents. The 4% may be apportioned between the PILOT and service Agreement.

The City invites all interested persons to attend this meeting or to send written comments to the City of Ypsilanti, Community & Economic Development Department, One South Huron Street, Ypsilanti, Michigan 48197. The City of Ypsilanti will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired, Limited English Proficiency (LEP) services, and audios of printed materials being considered at the meeting.
