Commercial Rehabilitation Exemption Certificate (PA 210)
Similar
to the OPRA exemption, the City of Ypsilanti can provide property tax
abatement to owners of certain rehabilitated commercial facilities in
designated districts by freezing its pre-rehabilitated taxable value
for 1-10 years. Land and most personal property are not eligible for a
Commercial Rehabilitation tax exemption.
Key distinctions between the
OPRA and the Commercial Rehabilitation exemptions are: the obsolete or
blighted designation required for an OPRA, size and/or area requirements
for a Commercial Rehabilitation District, and the potential for an OPRA to qualify for exemption from
one-half of the school millage. This exemption requires a petition to
City Council to create a Commercial Rehabilitation district.
