City of Ypsilanti Planning Commission

Public hearings will be held by the Ypsilanti Planning Commission at their regular March 18th, 2026, meeting to consider the following: 

 

Special Use Permit: Group Childcare Home Playground Installation at 15 S. Grove Street

The Planning Commission will consider a special use permit application for the installation of a playground, on a vacant lot, for the adjacent group childcare home at 11 S. Grove. 15 S. Grove is in the Core Neighborhood (CN) zoning district. Pursuant to the zoning ordinance, group childcare homes in the CN zoning district require approval of a special use permit. The Planning Commission will hear a presentation, hold a public hearing, and may act on the request. The proposed expansion is located at 15 S. Grove (Parcel ID #11-11-09-405-009).

 

Zoning Ordinance Text Amendment: Harm Reduction

The Planning Commission will hear a presentation, hold a public hearing, and make a recommendation to the City Council regarding a zoning ordinance text amendment to the following sections: 

 

  • Section 122-203 – Definitions D, H, S (New and Amended Definitions)
  • Section 122-446 – Center (C) Permissible Uses Chart (Amended Language)
  • Section 122-451 - Corridors (HC, NC, GC) Permissible Uses Chart (Amended Language) 
  • Section 122-461 – Health & Human Services (HHS) Permissible Uses Chart (Amended Language)
  • Section 122-555. Substance Abuse Treatment Facilities (Amended Language)

 

The purpose of this zoning text amendment is to ensure behavioral health services are in alignment with the State of Michigan Bureau of Specialty Behavioral Health Services. This amendment will define harm reduction service facilities and redefine substance use disorder treatment facilities.

 

Planning Commission agendas and packets are available at cityofypsilanti.com/agendacenter. The meeting will be held at 7:00 pm in Council Chambers at Ypsilanti City Hall, located at 1 S. Huron St, Ypsilanti, MI 48197. Written comments can be submitted before 4 pm, March 17th, 2026, emailed to jburns@cityofypsilanti.com or dropped off/mailed to City Hall. The City invites all interested persons to attend this meeting or to send written comments to the City of Ypsilanti, Community Services Department, One South Huron Street, Ypsilanti, Michigan 48197. The City of Ypsilanti will provide necessary reasonable auxiliary aids and services, such as signers for the hearing impaired, Limited English Proficiency (LEP) services, and audios of printed materials being considered at the meeting.  Individuals requiring auxiliary aids or services should provide two (2) days’ notice to the City and contact the City by writing the City Clerk's Office, One South Huron Street, Ypsilanti, Michigan 48197; or by calling the Clerk’s Office at (734) 483-1100.
